I mean, it's definitely not great but there are ways to use it and it pays for itself immediately. Think about it - it can negate and recycle Warnings (as stated), Monster Reborn, Dark Hole, Mystical Space Typhoon, Dimensional Prison, all commonly run cards in multiple Decks.
