I personally didn't like it once I tested it even thought I made it, but that's just me. It was inspired by speed spell - overspeed.

Note that the ocg was correct at the time of making it (that was before generation force)

It's broken because of Decks like Exodia, Dark World, and the likes. While I understand that those Decks themselves are probably the issue and not this, the fact that it becomes a +1 for nothing (seriously, all your opponent has to do is play a monster and 1 backrow and you meet the requirements) is what makes it a problem. You can recycle cards like Into the Void, Allure of Darkness, Trade-In, etc. in Exodia, and in other Decks it can generate similar plus's.

The most problematic Deck I can think of is Final Countdown, in which it's flat out broken.

It's so weirdly worded, let me try my hand at something, fixing the OCG up a bit while I try to understand something you're working with here:

That's the best way I can balance it and even then I'm not sure it's completely balanced.
