The current wind-up decks can't use it because their only Wind-Up with 1500+ ATK is Shark, or if they're teching it, Hunter. If you played Juggler, Dog, Soldier, or Warrior, though, you could use it. It's situational, but definitely not bad. Not saying that people should start using this, but the main reason I brought it up is because I was looking for cards to use for Wind-Ups in Chance Format.
