Yeah...one of the most epic cards played in 5Ds, but the card is just ridiculously conditional to get the effect, and Infernities want their hands to be 0 as soon as possible.

Meaning this card is only good if you lose by burn damage early game, before you had the chance to empty your hand. And after that, it only remains good if you can keep your hand empty AND can avoid taking battle or effect damage for, more or less, the remainder of the game.

The only Deck I can think of that'd manage to trigger this consistently is Chain Burn, and let me assure you, they will manage to burn you 3 more times after you play this.

But look, it's worse! you can only use the card's effect to SS it when you're about to take damage while at 2000 or less. Due to the wording, this is either a Quick Effect or a poorly worded Trigger Effect that can miss the timing easily, so...you chain this to a card that will burn you and Summon it. Then when you take the burn, you immediately get 1 Death Counter. And unlike the anime, which SSed when Kiryu actually hit 0, you can actually Summon this without being reduced to 0. Making the effect about preventing defeat almost completely worthless.

I believe the wording on there is just what they did in Tag Force since saying "When your life points hit 0" pretty much means you lose before you can summon it.

The wording would seem to suggest you can't lose at all, regardless of whether its by Life Points hitting 0 or not.
