What leads you to think its lingering? Just seems like a separate Trigger Effect to me. If Fishborg Archer isn't face-up on the field at the start of the Battle Phase, that effect shouldn't activate.

The way its worded, its totally a lingering effect.

I don't want anything, that's what I see when I read it. As its written, it starts a chain. It is a Trigger Effect. Its an effect separate from the first effect. There's nothing latent about it.
