It'd be fine if it only sent one or two if you added a cost, such as a discard cost, otherwise it's overpowered and your breaking the archetype. Stop. This card is overly overpowered and there really isn't much to say about it. Also, you need to prevent him from sending himself. I.E. getting your Dragons in the graveyard for Dragons Mirror and other things. The Fact that this can send itself to the graveyard which would then set off the one sent is crazy. Sets up for Chaos Dragons, Dragunities, FHKDragon, ect. Please add a clause that makes it so it cant send copies of itself to the graveyard by it's effect. The main reason that Chaos Dragons were a powerful deck in the last is Future Fusion, which could set up the Graveyard very well. This, while is a lesser effect and not as fast, still would give them a boost that they shouldn't have. In addition to that, you can mill other copies of this by this effect, and effectively lose more Dragon-Type monsters for your Graveyard than Future Fusion originally did. The effect to mill another Dragon should, first, be changed to have an (except "Baxxu, Dragon of the Waste") clause to prevent mass milling. Next, it wouldn't be too threatening if you only milled just one Dragon-Type monster by this effect, not three. The power in the "Send 1 monster from your Deck to the Graveyard" effect isn't something you can toy around with in Decks that utilize the Graveyard as Chaos Dragons do. Reptiles, maybe. Dragons, no. Also, you may want to make it a mandatory effect (or change the "when" to an "if") since the potential to miss the timing will confuse people. Now, this can help set up the whole Chaos Dragon thing, doesn't need to die in battle, and turns Foolish into enough fodder for the already-easy-to-Summon Chaos monsters.
