The problem with the card is that there aren't that many high Level Fish that can be divided by 3.

There are barely any Level 9 monsters, period. Very few would be Fish, if any. I suppose you could boost the Level with other effects, like Lemuria, but that's more likely to make this card useless.

The biggest issue to me is that it ONLY works to SS Level 3s. I think the card should be to Tribute a Level 6+ Fish, and SS WATER monsters whose total Levels equal that monster's. Even if it negates the effect(s) and/or prevents Synchro Summoning with them, it should at least have some application.

The only level 9 fish is the one Shark used in the anime with this card

that's a level 10. You would only use that if you had used level eater or something else on it
