OT: I have little to no idea if this would be run in a Koa'ki Meiru Deck, mainly because this is basically a substitute Iron Core. I'm glad you managed to prevent this thing turning into a vicious loop, however I don't think there's really any need for this in a Koa'ki Deck, especially since they're not in current use because their reliance upon the Iron Core. I think replacing the Core is [i]exactly what he had in mind[/i] when making this. I mean, Iron Core sucks. The only reason people run it is because they need it to get effects off. This is a +0 to use, a +0 to retrieve, And gives the Deck the speed it craves without running shitty Core Compression. It also makes Maximus slightly not suck. This would be a satisfactory replacement for that, since this is effectively an empty space in the Deck.
