Then you special summon the targets at resolution. *Thus you can target the monster you just detached for the cost of the summon effect, and/or any of the monsters you just sent from your deck to the graveyard. *You can target less monsters then the number you sent from the deck to the graveyard, including targeting nothing. In which case the only effect is that you cannot summon or attack directly for the rest of that turn. *If some of the targets leave the graveyard before resolution, you still special summon the remaining targets. * You can activate the summon effect even if you have already summoned or attacked directly that turn, just not the other way around. The only deck that could possibly use it would be geargia, but they don't even need it when they can just make a stratos on a 2300 body. What really kills (and balances) it is the materials clause and the fact that it's a 21 beater. The SS effect comes at a fair cost (no attacks), but that cost makes it basically unplayable.
