Birdman's new favorite card. Also because Mermanteans don't have a recycling engine and reusing Dragoons is amazing.

Dante, you're my hero.

Onto the card: Summoning it is relatively easy for Merlans, and it (as mentioned before) recycles your dead dragoons, which is nice for undine plays. You can also make scrap dragon with it and diva (aw yeah!). The leviair clause gives it even more depth (pun INTENDED! XD). I think that it would be sided against a banish-heavy deck like Chaos dragons, but probably not mained because it requires you to *relatively* overextend (remember, merlans are the kings of overextending but also not), its advantage is situational, and also because space in that deck is tighter than a college girl's pu-*shot*

I don't really have a lot of experience using/dueling against Mermatlanteans, so I don't know how would this be abused, so I won't comment on its balance. But the PSCT for its summoning effect is wrong, it should be a semi-colon. Colons are activation conditions, semi-colons are costs.
yup, he is right, it should be semi-colon. Look in the "About OCG" thread, there you will see how it works better.

Anyways, it's like a Leviair for recycling. It only uses your opponent's banished zone, so there might be a problem with actually getting anything in there, unless you want to run Soul Release of course, that's your go, though I personally only use Leviair for my own monsters, so having this is nice, though it can miss the timing pretty easy. If it was like a cost like Leviair was it would be much nicer. The recycling is pretty nice though, gets you maybe some Atlanteans back in the deck.

It lacks "you can", so it it still mandatory and thus does not miss timing.

Now if the creator was to edit the card text to more accurately state what effect he is trying to achieve, that is another story not told by any of us, but as stated, it does not miss timing. And yes, "you can" is not just automatically there or automatically assumed. If he wants to keep it optional, he could (and probably should) easily change "When" to "If".

Now, other problem: The Summoning effect. If it is supposed to be an Effect that summons itself (as OPPOSED to a In-Built Summoning Effect), the parenthesis need to be deleted as those are only used with In-Built Summonings and help identity which things can affect or negate it. As written, it is a Effect-That-Summons.

Also, does the second effect really need to be in-simultaneous? It really could just be together with the first text (as long as it's properly written). It would also cut down on any confusion at all of whether or not anything could miss timing even if optional (because it would be simultaneous with the first effect and thus part of its "window".
If/when was always something I was confused about, and lately have gotten more of a knowing for them, yes it cannot miss the timing.

So, why would I ever want to use this over Exodius the Ultimate Forbidden One?

The only deck I could ever see using this is Nimble Frogs, where it's completely outclassed by a total restocking Foolish-On-Attack. This just doesn't reward you in any way unless your opponent has something banished, which is too Opponent dependant to depend on, unlike cards like Leviair that reside in the extra and wait to pounce.

It's just totally unneeded and doesn't reward you in any way for summoning it.
