evilfusion
http://yugioh.wikia....C39:_Utopia_Ray Rank 4 Xyz LIGHT Warrior/Xyz/Effect 3 Level 4 LIGHT monsters You can also Xyz Summon this card by using a "Number 39: Utopia" you control as the Xyz Material. (Xyz Materials attached to that monster also become Xyz Materials on this card.) You can detach 1 Xyz Material from this card; it gains 500 ATK and 1 monster your opponent controls loses 1000 ATK, until the End Phase. You must have 1000 Life Points or less to activate and to resolve this effect.
I'm using my Gogogo Deck that uses Coat of Arms as one of the trump cards. My opponent is using a Penguin Rabbit Deck. I have a fairly mediocre opening, with a blunder or two as well. My opponent has OOPArts Chrononaut and Utopia, and does massive damage thanks to bouncing my Lavalval Chain with Penguin Soldier. I'm reduced to 550. I topdeck Gogogo Giant, play it to revive Ghost, which revives Gogogo Golem. I Xyz for Coat of Arms, negating his Xyz effects. After mulling over how screwed I was regardless, I destroy Penguin Soldier. He uses Salvage for Puny Penguin and Soldier, and Sets what is obviously Soldier. I topdeck another Gogogo Giant. I use Coat of Arms' effect to copy Utopia's name and effect and bring out Number C39. I use its effect 4 times to reduce each Xyz by 2000 each and increase C39 by 2000 (4500 ATK vs 100 and 500) Then I use Giant to bring out Shock Ruler and hit for 4000 and 2200, respectively, for game.
Story aside, when C39 was first released, I was one of the early advocates of its status as a gamewinner, especially since it has the capability of dealing 4000 damage out of nowhere, thanks to Rescue Rabbit's accessibility to instant Rank 4s. Stealing an opponent's Utopia with Mind Control and similar could also win games, or at least laugh at the opponent a little, since Utopia was and still is a staple Rank 4. The downside of only being able to use the effect at 1000 LP or less is why the card is sometimes overlooked, but I still feel that if you run regular Utopia, and an easy method of bringing out Rank 4s with little notice or loss of resources, it definitely deserves a slot just in case. Before other people recognized it as a good card, I won several games using it. Sadly, all the ZW support seems to be for this card specifically, making them less useful as a result, even in a dedicated Deck. So, discuss this card in general and how it can swing games in people's favor.
ihop
I let a guy at my locals play my Deck today for a test game and he has Thunder King and 2 Alius on the field and goes for this with all three. I took my Deck back straightaway.
Alpakha
I let a guy at my locals play my Deck today for a test game and he has Thunder King and 2 Alius on the field and goes for this with all three.
Lolwut? OT: It's effect can be devastating, but it's so situational. It can be an amazing game changer though, as you stated. I usuallr run 1 if I have an extra spot for it. Otherwise, it's too situational to be used consistently.
evilfusion
I agree that the 1000 LP or less is what makes it situational, but I always felt that if you can bring it out quickly (and quite a few Decks can), it can swiftly turn the tide in your favor. You'll almost never use it outside that situation unless you need Utopia to not self-destruct, or you stole a Utopia. I once did Summon this with 3 Level 4 Lights, but it was purely for showmanship with a friend, since I could have easily won without Utopia Ray. Brinolovania
I've only ever used its effect once in real life, and that was by overlaying my partner's Hope in a tag duel, which we still lost. Zexal Weapons are honestly hilarious though.
NeoRWBY65
I use it in a Samurai/ZW deck. I have never used the true effect though.
Bringerofcake
My face after reading that OT: Utopia Ray is one of those cards that is meant to be a card that turns the game around. Only problem is, too often, when you are at low life, you probably don't have or can't make Utopia/your opponent has just made Gagaga gunman. But it's still somewhat useful, and if you can make a spot, do so, I say.

Mugendramon
Hunders can drop both of these. Separately. Also Wind-Ups can become Wind-Up ZWs for a flashy 9900 ATK Utopia Ray.
TheKaitoKid
You'll rarely make him, but when you do it's usually GG.
Strider Tigerwolf
I have a Ghost Rare C39. I also have Mind Control and E-Con. I do enjoy controlling opponent's Utopias irl.
Toffee.
I lol'd@Using Coat to go into Ray. Amusing counter attack, indeed. Aside from that- Ray is, more or less, just a finisher. Plus all the ZW support he has makes him an interesting(although, somewhat gimmicky) boss monster.
ihop
I downgraded some guy an Ulti for an Ultra once and got a Gold Trap Stun and a Gozen Match in it as well. I have many good stories to tell about this card.
