Ninishi requires Deck dedication and can't be Summoned after it's searched with Cash Cache. It also can't be Special Summoned from the Deck with a chainable Trap Card. But really, Kageki can go into t1 shi en which is pretty much Naturia Beast w/built in protection. I don't really know much about sams because I find it hard to give a fuck about them. Either way those where the first thing I thought of for making synchs t1 so they're probably not the best examples. ...But tbh, Striker really isn't that much of a threat, it could easily come to 3 with little repercussions on the format. It's the same reason PoD was put on the list; it added consistency to a fairly popular Deck at the time without having any proper setup. It is also extremely searchable, as pointed out, but no one would waste Deck space with cards to get this card on the field better just to search for a Warwolf/Rhino.
