It's like with Lily, if you want to play her you can't play cards like Warning, unless you know you can consistently 1-turn it. It's a different story for cards that you pay half your Life Points for, because you can always pay the cost, but with Garbage Lord you can't. I was considering dropping the traps and running a Decree build, but the monster removal has proven incredibly useful. I'm thinking of running COTH in place of the Warnings and Dark Eruption.
