In all seriousness, though, the color scheme you have for the card in general in not only an eyesore, it can cause confusion as to whether or not it's a new Card Type. My first suggestion, therefore, is that you use the generic, un-edited card border for Effect Monsters, since it is, after all, a lot easier to register with old and new players, as well as being a lot easier on the eyes. Also, I would suggest using a non-photo picture for the card artwork.

As for the effect itself... I'm afraid it can be dangerously abused, as-is. The monster you would Special Summon with this thing's effect won't have its effect negated, which would allow said monster to potentially utilize its effect before being used as a Material.

Other than that, it's decent for allowing Level 3, 4, 5, and 6 Synchros to happen.


I would say, overall, the card is a 6 out of 10, for the reasons I have listed.

... How on earth is this abusable? It's a Marauding Captain for WATER. It does nothing else, it just allows a second summon from the hand. Please, tell me more about how Marauding Captain-esque cards are breaking the game. Being a Tuner doesn't make it any more powerful than a Double Summon, it just makes it versatile.

 

The card is completely fine, if not mediocre. Bumping it up a level would make it better, but eh.

 

EDIT: You don't need the effect negation, at all.

If you keep it at level 2 it could be used in a frog deck and can be used to get out swamp frog witch will cause its effect(if you decide to get rid of the negate effect effect) to do an easy xyz summon of a rank 2 or a quick synchro of a level4 so it would both hand thin and deck thin if mixed with frogs in my oppinion also it seems it would be good for mermails as well

ITT: This card is to blame for other cards existing, and is fundamentally the issue in these scenarios.

Also, thinning the hand is bad
