When this card is Normal Summoned: Target 1 Spell/Trap Card your opponent controls; its effects are negated, also it cannot be activated. Cards and effects cannot be activated in response to this effect. If this card as an Xyz Material is sent to the Graveyard to activate an Xyz Monster's effect: Target 1 face-up monster your opponent controls; its effects are negated as long as the Xyz Monster is on the field.

Seems pretty awful. Any time this would be useful, Starliege Paradynamo is better.

 

Make it if you control 2+ other LIGHT and not tribute at all. -1 for a weak negate doesn't mean anything and wouldn't be run anywhere. Even with that added, it's only decent not good, and Hunders wouldn't run it. Vylon Prism and Batteryman AAA take up all the space this thing could ever warrant. It just doesn't do anything that other cards don't do better, and it doesn't preserve the advantage it would use in Xyz Summoning with it.

It doesn't seem of too much use for me since the Hunder family would probably rather Xyz into something than use this. Still, it's an interesting design that could often ensure some of their plays by locking an opponent's face-down S/T which may seem dangerous, like for example when you're up against Fire Fists and you know such face-down S/T is a Fire Formation - Tensen.

 

About the OCG, it needs corrections. Activation conditions are denoted with a colon, not a semi-colon, semi-colons are for costs. Also, the second effect needs a "you can".

Yeah I don't suppose his second effect would get any use, but the first effect is easily done with the Hunders. I  was actually thinking of getting rid of the second effect and adding an effect if he was detached. Thoughts?

May be a better-fitting idea. Also, here's my OCG suggestion for the first effect and also a suggestion for a new effect based on what you just said.

Well I couldn't really think of anything that would fit the Hunders theme while not being overused or redundant like allowing 1 more normal summon or something. Besides, it was more about showing the correct way to word such trigger than about suggesting the effect itself.

Yeah I figured. Anyway, I was kinda of trying to stick to a paralyzation theme for this card. Originally when you had to Tribute a monster to activate his effect, it was supposed to be like that monster's essence was becoming the electricity that he shot, but that obviously was a bad design. But yeah, added an effect for when it is detached.
