I don't understand the card. The cost of "Send one card out of play" is not an official Yu-Gi-Oh card grammar and is really confusing. The way I see it, that first sentence could either be: Discarding (sending a card from your hand to the graveyard), Tributing, Sending a card to the Graveyard or Banishing (either from Hand or Field). 

Anyway, on to the effect itself. I'm sorry to inform you that this isn't the ultimate counter card. That title would belong to Solemn Judgement. Due to the cost still being unclear, I don't know how to judge the card properly. If it's discard it's a -1 to your hand advantage but would still be the most usable form out of the other hypothetical costs. Tributing or sending is essentially the same, except tributing would activate certain effects like in Hieratics, thus making this more useful there. Banishing from the hand is pretty much the same as discarding and doing it from the field is comparable to the former costs but is less useful in setting up graveyard. As I see it, the card is a slightly better version of Dark Bribe, no matter what cost you're looking at, if only due to it not being a +1 to your opponent and is non-counterable. Just needs clarification on the cost and you should be fine.

 

EDIT: Actually it's not fine. Reading Shard's comment made me change my stance on this card a bit. While it IS a better Dark Bribe, that's exactly the problem. It's non-counterable, so your opponent is screwed no matter what, thus making this really rather bad design. It can be fix'd by simply removing the part where it's non-counterable, but then you basically give YGO 3 more Dark Bribes. Plus, the card itself is not very creative and original.

Send one care out of play? All my feels opponent, all my feels. Anyway, this card is pretty derpy. I'm going to assume it reads: "Banish 1 card from your hand: Negate the activation of a Spell/Trap Card and destroy it. Your opponent cannot activate the effect of Spells, Trap or Monsters in response to this card's activation." or something like that. In which case, you basicially made 3 more copies of Solemn and Dark Bribe for decks that want more and even worse this one (may or may not) be uncounterable by anything, in that case the balance is severely out of wack. This would be played over Dark Bribe pretty much in every scenario wherein Dark Bribe would be played, for the simple reason that I'd rather RFG a card from my hand than have my opponent draw one and have the power of this being uncounterable. When I flip this card over and pay the cost, the chain ends there. That isn't innovative or intresting card design. "Well Neither is Solemn Judgment!"  Unlike this, you need to know when to activate it, what to activate it on and when to just hold it. The paying half your LP is most certainly a cost, and whilst Life Points don't particually matter, people lose games because they used Solemn badly, just saying.

 

 This is just a card that not only tops SJ and Dark Bribe, it's pretty bad card design in the sense of "Okay, activate this. If he has Hyper Shield I scoop because I can't counter it even if I had SJ or something." I have no problem with hard counters, infact SJ is probably one of my favorite cards ever. However, this is pretty bad card design tbh imo.
