Once per turn you can tribute as many Token's you control, then select 1 Non-Token monster you control that monster is then treated as the number of monsters equal to itself plus the number of tokens tribute by this cards effect when that card is used for a Xyz summon.

This card can also be Xyz summoned by placing this card on top of "Number 39: Utopia" and 1 Rank 4 monster you control(Xyz materials attached to those cards are also treated as this cards Xyz materials.) When either players monsters declare an attack you can detach 1 Xyz material from this card to negate that attack and reduce that monsters ATK by 500. Once per turn, if you have "Number 39: Utopia" attached to this card, you can detach all Xyz materials on this card to target on monster your opponent controls, the selected monster cannot be destroyed by battle and this card can declare an attack on the targeted monster equal to the number of Xyz materials detached by this cards effect, each time this card attacks that monster it loses 500 ATK. During the End-Phase if this card has no Xyz material attached to it destroy this card.

I'm going to try to rewrite the first one because at first I thought it changed Level.

Utopia+ might be good or just OK depending on whether the ultimate effect works at attack declaration or after Damage Calculation.
