At the start of your opponent's battle phase: You can banish two cards from your hand or graveyard, the battle phase is ended.

Every time a Monster is summoned, place a counter on this card. You can remove three counters to destroy one Monster on the field.

Forgot to add "Fire", the lore description is actually"When a Fire monster is summoned".

Welcome, first than anything.

 

Kimba is lacking a bit. I think both cards can easily get away with being Level 4 or lower. Kimba's effect only activates during the Battle Phase, so it's not a very effective defensive tactic. Much of the time walls like that will be taken out in Main Phase 1. Despite that, I think reducing it's Level is the only thing you pretty much need to do.

 

The second card is interesting, but again, it's Level is too high for it's effect and stats. It also is very slow. If it's during your opponent's turn trying to take advantage of your opponent having FIRE monsters, it'll most likely die before your turn comes for you to use it's effect. If it's during your own turn, you better have a very good way to looping and/or swarming FIRE Summons, because it looks very slow for what it does.

Look for a card called "Genex Ally Crusher" which is the closest thing to an IRL counterpart (except that Crusher is for DARK monsters) and see what a huge gap there is.

By looking at existing cards you can get a sense for where a card's stats should be. I think Kimba's should give him about Level 3, while Toothless's stats give him Level 4.

 

'Battle Phase' and 'Graveyard are among the terms that should be capitalized. You can also use the number key instead of spelling numbers '(2' instead of 'two)' according to the Official Card Grammar.

 

The picture for Kimba is good. I would look for a more action-type picture for Toothless. I understand that this might be tricky, since most of them have Hiccup riding him, or the prosthetic tail, or both. You do the best you can, though, so for example my mid- and high-level cards for Hiccup have his prosthetic leg and foot pictured, even though the book version of him still has both legs (I am speaking of my Fables Set, in case you want to take a look).
