During your Main Phase, if this card is in your graveyard: you can banish 3 other spell or trap cards from your graveyard; add this card to your hand. This effect of "Philosopher's Fusion Stone" can only be used once per turn. You can only activate "Philosopher's Fusion Stone" once per turn. I wanted a toolbox-eqsue card for underused fusions, but I didn't want to make the next banned fusion card like future fusion I was trying to stop the newer Elemental HERO decks and dragon decks (see five headed dragon) from using this with the at least 1 specific monster clause. I also was wary of chimeratech overdragon (or is it banned now) because it would still be usable for an OTK with this card, so I added the max of 3 materials clause so that you couldn't send your whole deck for something. I'm aware that I missed ranbow neos and neos knight, but I'm not sure if that's really an issue seeing how irrelevent their materials are to the meta and how hard those materials are to use on their own. I considered making it specific materials only instead of at least 1 specific material, but that would shoot down a lot of gem-knights, so I'm not sure. edit: added a clause so that the summoned monster inflicts half damage during the turn its summoned to avoid Neos Knight OTKs. As for the retrieve from graveyard effect, I'm thinking of making the time before you can retrieve it be longer or just dropping that effect altogether. [/spoiler] Did I miss anything? I think, perhaps, that the card should ONLY use Specific material, to actually aid those underused Fusions instead of possibly helping the overused as well, since that was your presumed goal. Also, the return effect is fine, perhaps just up the banish cost to 3 instead of 2, to make it slower and less likely you'll use it a crap ton of times, adding balance. Make it Pay 1000 only. The "or half" just bothers me. The only drawback to that cost is when your below 1000, which is perfectly fine, as it is a Philosopher's Stone, and should be able to be lethal (well, Yugioh wouldn't let it, but still, it makes sense if your too weak to use the Stone).
