(This Special Summon is treated as an Xyz Summon. Xyz Materials attached to it also become Xyz Materials on the Summoned monster.) The monster Special Summoned by this card gains this effect. ● If this card battles an opponent's monster, negate that opponent's monster's effects during the Battle Phase. Same deal as Utopia Roots. This makes sense in the context of the anime, and it was posted by a member of the Organization on Pojo in the Legacy of the Valiant thread, but it's not completely confirmed. However, Utopia Roots needs 2 Level 1's to Summon, which means that this is almost worthless (especially since it can only Summon "Utopia" monsters) unless: a.) You want the bonus effect it grants to Roots, which is neat, but not all that essential IMO. b.) We get more Rank-Down "Utopia" monsters like Roots. Annoying that it's again specific to Utopia, but at least it's not technically a Utopia upgrade, but more of a Utopia downgrade. Plus, it can turn a Rank-Up Utopia into Utopia or Utopia Ray. You do realize that I was trying to explain why this card (Numeron Fall) is currently bad, right? Roots serves little to no purpose in a Rank 4 deck, and in a Rank 1 deck, while Slacker is generally better, it's still an option (emphasizing the word: option), and in that context, it's much better to Summon it the old-fashioned way than with this. As for downgrading Utopia Ray V/Victory into Utopia/Utopia Ray, right now I'm not really sure why you'd want to, beyond some very special circumstance.
