Banish 1 Spell Card; draw 1 card. You can banish this card and 2 other Spell Cards from your Graveyard; draw 1 card. <--- Wording of the second effect may not be accurate, so fix if needed.

 

Off the bat, I notice a problem with this card. The card itself is an easy +1 when both effects are used. You an simply banish a used Spell Card (not hard to do considering the format we are in, but eh) to draw a card (+0), then banish this and 2 other Spell Cards to draw another card (+1). In my mind, the second effect is too much for this card since it is making it do too much than it needs to. I think that just having the first effect is enough for this card to give it some relevance.

So, basically, it's a draw engine for Spellbooks that isn't Tower. The fact that you have to run three of this card in a Spellbook Deck, however, makes it just that little bit more cloggy. I would at least consider giving it a "you can only activate 1 effect of "On Second Thought" once per turn", since you can keep drawing and playing this card potentially, especially in a Deck that can ditch a lot of Spells in a matter of seconds.

Okay, so after all the reviews, there's not much to say. However, I do see the overall problem here and there are several ways it can be resolved. What you did just now is decent; you can banish a Spell to draw a card. Unspammable, not a problem with Spellbooks, really nothing too wrong about it. However, why run it over Upstart Goblin, as Sora said? Upstart is a near guaranteed draw; this card has an actual condition. There's no reason to run it in the form that it exists (unless you run a draw-exodia-Deck, but even then, there are other options far more viable).

 

Aside from the issues at hand, its quite clear what you want to do. You want this card to let you draw multiple times; a "second thought", or so to speak. That's an interesting concept, and don't let criticism drive you away from the point of your card. You designed the card with a scheme in mind; the edited version, however, appeals to the public and probably entirely ignores your initial planning.

 

That said, I suggest reworking the card so that it does let you draw twice; however, the conditions should be difficult to fulfill. For the first draw, banishing 1 Spell is fine. However, for the second, one option that I find promising is having an End Phase-activating clause that lets you draw IF you possess the requirements. My idea of a good cost would be to have another "On Second Thought" card in your banish pile. That way, it becomes even more of a "second thought" - you literally got rid of the first so you could activate the second. Eh? Pretty cool right? I know. Here are some ways to fulfill this:

 

QUICK-PLAY SPELL

Banish 1 Spell Card from your Graveyard; draw 1 card. During the End Phase of the turn this card was activated, if "On Second Thought" is in your banish pile: draw 1 card.

 

 

NORMAL SPELL

Banish 1 Spell Card from your Graveyard; draw 1 card, then if the banished card was "On Second Thought", draw 1 additional card.

 

 

NORMAL SPELL

Banish 1 Spell Card from your Graveyard; draw 1 card. During the End Phase of the turn this card was activated, if "On Second Thought" is in your banish pile: draw 1 card for each "On Second Thought" in your banish pile.

 

The above changes are just my idea of working your theme with everyone else's requests for balance; if my suggestions are poor or too powerful, feel free to criticize! XD
