Not-so-Radiant Arin
Activate only when a monster is Normal Summoned: Negate the Summon of that monster and return it to the top of the Deck. If it was a monster controlled by your opponent: Send the top 2 cards of your Deck to the Graveyard. If it was a monster you control: Target up to 2 Spell/Trap cards your opponent controls; Destroy them.
It's a weird little Raiza that either mills or runs into Starlight Road. Aix
Generally, I dislike more powerful versions of pre-existing cards, but Forced Back is sort of useless outside of Counter Fairies. It'd be useful in anything that doesn't really need their Normal Summon as much, though for many Decks, the Normal Summon is the play-starter and thus this thing's applications are still quite limited. If you added a drawback rather than "Mill two cards", you could have it negate a Special Summon instead or a Special Summon effect and return the monster that was going to be Special Summoned to the Deck. This would give it greater application IMO, after all, it is just a +0.
Therrion
Yeah, needs to be a +3 at the very least to be good In all seriousness, I think the power level is just fine. Further building upon would simply do to break it. Plus, the mill isn't really a drawback more than a "Hey, my deck likes cards in the Graveyard, this can be good sideboard vs. some decks!" Oh, and main decked in Counter Fairies. They would love this.
