Personally, I would give Chef a little more of a drawback.
I mean, yes, it boosts by 1000, but that part is a little redundant when it can't attack. Add to it, being a quick effect makes it a little extreme, if only for the sake of being able to interrupt monsters that could otherwise try and play around that.
Other then that Extra Servings could get out of hand, given the right scenario. Mostly just the turn you play it.
And Stirling Service shouldn't be stackable.

The rest, I didn't really see any massive issues with them or anything.

See though Arm, I rewrit Chef, so now he stops their attack and effect activation, but only for that turn. He's like a comboed Chalice and TRoar, but only for decks that either rely on a starting monster to spam, or do one at a time. I think his drawback is sufficient enough now, as he gives them 1000 ATK and you can only control 1.

Yeah, Extra Servings is pretty crazy as a sort of double Tensen. You can stack them technically, but you would only ever get the first effect multiple times since the second. Granted, it has combo potential with both Chopsticks, Knife and Plate. Since Plate and Chopsticks/Knife together could make Heart-eartH. It's kinda hard to balance that and I'll have to think about it.

I should change that then.

I'm surprised you didn't comment on the searchable RUM

First of all, the names of some of these cards are pretty...stick a fork in them indeed. But anyway, have you been watching the latest Yugioh Zexal? Because RUM Malicious Dining Force reminds me of RUM Astral Force, what with its return from the grave ability. Moreover, CXyz Malicevorous Maitre D's eff reminds me a lot of Etheric Mahes' eff, but that could just be me. On to suggestions, I think you should add a card that attaches Malicevorous monsters in the grave as Xyz Materials to Dark monsters on the field - this would allow you to reload Dark Mist, as well as power up Sommelier and Maitre D', and when you have Number 96 on the field you could basically control the battles in the duel. That's about it, but overall, I really like it! If these cards actually existed, it would've been much easier for me to make a extremely fast Number 96/Number 65 deck. Ah well...
