Borderline broken. The only thing separating it from being totally completely broken is the fact that you have to wait a turn before using it. It removes two of the opponent's crucial resources from play from little to no cost. That's already hinting towards being a [acronym='A card that can dramatically turn the tide of the game in your favour from just playing it']slippery slope[/acronym] card and being a literal middle finger to your opponent. It also then burns your opponent for 1k damage. Not a good amount, but also not a bad amount. Mediocre at best. But the real clincher is that you also get to draw 2 cards afterwards. It's essentially a Pot of Greed that burns AND gets rid of your opponent's setups!

 

I would strongly advise adding some kind of restriction to this card and reducing the draw to only 1 card. Since the theme of this card is Dragon oriented, a condition like "You can only activate this card if you control a face-up Dragon-Type monster" would be a suitable condition that doesn't make the card TOO splashable (though Dragon Rulers/Hieratics can still break the hell out of it, which is why I also recommend decreasing the draw to 1 card). I advise drawing only 1 card instead of 2 because this card, even after activating it, still allows you to set up for potential OTKs by drawing into your killer combo pieces. With 1 card, there is less of a chance of that happening.

You can only have 5 topics on he front page, maximum. So you're gonna have to wait. Also, quantity is not quality. If you want to impress people, you need to know the credentials of card design: Flavor, balance, playability, and meta. Flavor is the nature of the real-world version of the card executed in OCG format, which is the most basic design concept you can get. Balance is the equilibrium of advantage and disadvantage, which should be second-nature to a cardmaker. This applies to it's level and ATK and DEF as well as its effects. Playability is the card's fluency in regards to playing it in a duel. Is it easy to get out? Are its effects straightforward enough to understand without having to look at it a second time? Is it powered enough to not be worthless but at the same time not enough to be banned? Finally, meta works with respect to the TCG, which is a language spoken only by the veterans of the game. If you really want to draw their attention, you must apply all of the previous credentials into a support card and the like that would either make the target supported card(s) look good or have it work well with them.

 

All that I just mentioned, and proper card spelling and grammar.

[acronym="Got rid of the "when this card is flipped" card, considering there is no need for that. It would work better as a trap in that regard. Also, this card doesn't have a designated Spell type, but considering you want it to be like a Trap card, let's make it a Quick-Play for good measure. After all, you can play Quick-Play spells from your hand. Also: Remove = Banish."]Banish[/acronym] 2 monsters your opponent controls and inflict 1000 damage to their [acronym="L and P are capitalized."]Life Points[/acronym]; draw 2 cards.
