I had a lot of trouble with making the name so if you have better ideas, please tell.

 

This card is really supposed to go hand and hand with Two-Man Cell Battle (http://yugioh.wikia.com/wiki/Two-Man_Cell_Battlehttp://yugioh.wikia.com/wiki/Two-Man_Cell_Battle) But I'm sure it can go well with other cards.

 

It could go great with A Legendary Ocean Deck, too.

When you Normal Summon a Normal Monster: You can add 1 Normal Monster from your Deck to your hand. You can only activate the effect of "Wizard of Value" only once per turn.

That card in the picture surely looks bizarre......

 

Would Normal Summon a monster to activate the card be a little bit harsh?

Turning Normal Monsters into floaters? I'm somewhat okay with this. It might have some bizarre interactions with Gemini Monsters too.

 

Although I think you should put a Level restriction as well. Imagine tutoring BEWD with this, before following up with Ancient Rules or Trade-In.

 

I was thinking about putting a level restriction, but I wanted this card to be versatile with the whole A Legendary Ocean stuff. 

 

For example, say I have A legendary Ocean + Wizard of Value + Two-Man Cell Battle.

 

I Normal Summon Giga Gagagigo then add another one to my hand. During End Phase, I activate Wizard eff to summon that Giga Gagagigo from hand. Now I have 2 2450 beaters in which next turn if, I really want to, go for a Rank 4.

If you want a Level restriction, Level 6 would be fine. I don't really believe it needs one, though. It is good, no doubt, but hitting it would simply reduce versatility rather than balance, and hitting just versatility is silly. I think it'd be rather interesting with Legendary Ocean as addressed, but even random Decks such as Saga of the Blue-Eyes (since the SD promotes Normal Monsters anyways, giving this to em would make them drool).

Overall, a very solid card that would make some decks possible, which is a feat to say the least.
