The effect(s) of a card(s) with Ice Counters are negated and cannot be activated, also, if it is a monster, it cannot attack or change its battle position. At the start of the Damage Step, if a monster with Ice Counters is attacked: Destroy that monster. [spoiler=First Errata] 1 Tuner + 1 or more Warrior-Type non-Tuner monsters When this card inflicts Battle Damage to your opponent: You can target 1 face-up card on the field; while this card remains face-up on the field, the effect(s) of that target are negated and cannot be activated, also, if the target is a monster, it cannot attack or change its battle position. If a monster targeted by this effect is attacked: Destroy that target (before damage calculation). I think the effects should only be applied so long as this card remains on the field, as it sounds a tad too powerful. However, I may be wrong. The moves that escape this card are Continuous effects and the ability of attacking. It reminds me a bit to Red Dragon Archfiend's effect, but with less of a drawback and more potential targets. Certainly better in some cases. There's also that Red Dragon can pop 5 walls with 1 hit, but it won't hit more than 2 or 3 too often. EDIT: Yes, i agree with Therrion as well. EDIT: Bleargh... on second thought, I'm just gonna remove the second effect entirely (the one involving Set cards), but incorporate the insta-kill part to the other effect. I'm not sure how much of an impact that'll have in practice, but it's something I wanted to point out about it. I personally think there should be a way to unlock those cards back. Maybe not just unlocking everything when he dies, but something like having a cost payed for them. A cost only payable if this is no longer face-up on the field or something along those lines... I like it when a standalone card can find interesting uses and a place in a deck. Gives the game the air of being a lot more free for experimentation.
