Not-so-Radiant Arin
If this card is in your hand or Graveyard: You can banish a total of 2WIND and/or Dragon-Type monsters from your hand and/or Graveyard, except this card; Special Summon this card. During your opponent's End Phase, if this card was Special Summoned: Return it to the hand. You can discard this card and 1 WIND monster to the Graveyard; add 1 Dragon-Type monster from your Deck to your hand. If this card is banished: You can add 1 WIND Dragon-Type monster from your Deck to your hand. You can only use 1 "Tempest, Dragon Ruler of Storms" effect per turn, and only once that turn.
Go apeshit on him. Tell him that he's the most terribly designed card in existence. I don't give a crap. He exploits CoC and Gold Sarc so much...

玄魔の王
Except he's not. There are far worse designed cards. Doesn't mean he's not broken.
Sora1499
He rewards you too much just for running him IMO. He's a floating 2400 level 7 beatstick for all your OTKing needs. He capitalizes off of being milled/pitched/etc. If you don't want to pitch him for a cost, he turns into a -1 Rota for dragons that can later turn into a 2400 level 7 beatstick when you need him OR you can summon him outright to put pressure on the opponent. Just for being in the deck, he can be triggered with gold sarc, allowing a really potent search engine to emerge. Dragunity bumped up like a tier and a half just from tempest at 3 and gold sarc at 3. Not-so-Radiant Arin
Highlight the post, included a /sarcasm in white. I highlighted your post, but saw nothing. :P At least it isn't an easy to drop 2.8k beater, like Blaster is. Dear God, man, when I want Scrap Dragon to stay on my field, I WANT him to stay on my field. And you pulling Blaster does not help me. At least Tempest is much more tame in that regard. Cute Rotten Yoshika
if dragunity werent a deck i could easily say this is the worst of the rulers (a position that tidal and tempest fight for constantly) because while the rota effect is powerful, a big reason rota is powerful its the fact that its a 0 while also grabbing a huge swathe of monsters. this has an even bigger set of targets but the -1 holds it back. dragunity is an exception because they work around it far far too easily. of course that doesnt make it OKAY, just stating that of the four you could complain of the others more.
