I am working on a Storyline that will explain why the Revolters are against the Rulers, but when I do come up with it, I'll post it here... maybe... Anyway, welcome to the Revolution! The Dragons that reject the Rulers of the Dragons and have arrived to fight against the Oppressive Rulers... The Dragon Revolters! Let the Revolution begin!

When this card attacks, no Card Effects on your Opponent's Field can be activated. If this card destroys a Monster in Battle, inflict 1000 Damage to your Opponent. When this card battles a WATER Monster: This card gains 500 ATK and DEF.

This card cannot be Banished to Special Summon a Monster (anywhere). If your Opponent draws card(s) by a Spell Card, you may reveal a "Dragon Revolter" monster in your hand: Your opponent cannot Summon or activate cards from their hand this turn.

A bit much for countering a single Archetype (which yes, dominates the current meta from what I can see thus far); but can also deal with stuff outside what this set is designed to counter.

I also see that the main members are all Level 6; Tuners are both Level 2 (any combination of them can bring out the Synchro of this Archetype); Tuners fulfill the LIGHT/WIND requirement.
 
With that said, comments:

 

- Have the main monsters [Level 6] follow a theme in terms of their stats (much like how the Dragon Rulers this set is designed to counter all have a combined 4600 ATK/DEF, except allocated differently). Your monsters fluctuate from 4000-4700 combined points; choose a common ground (though most of your cards share 2000 DEF; Quake is exception so I guess having same DEF will work as a common theme).

- As mentioned earlier, this set appears to mainly block the Dragon Rulers (and possible other Dragon-heavy Decks). Each of them can summon themselves against them [but if you wanted to do it against pure Attribute decks, each can serve well against them also]. They can also block Dimension Fissure/Macro Cosmos, etc.

- Shadow's effect basically contradicts the 1st effect of all monsters here (though you did put "regardless of restrictions")

- Lightning Effect is essentially like Ancient Gears (except extending to block monster effects as well). Its ATK gain effect is dependent on whether your opponent has a WATER monster (2800 ATK is still decent, considering the effect we have here)

- The limiting effect of these cards make sure they don't lead to spam, so that's a good thing.

 

Overall, looks like you made a good counter to Dragon Rulers (and possible other Archetypes); though like I mentioned back in my own thread, there are ways that they can possibly get around this set

For the Attack gain, I do have a theme there actually... If you check the Element ones, they are made that when they battle their Ruler Counterpart they will become at least 300 ATK stronger.

Also, I was thinking it would be only when your Opponent Special Summons that you could Special one of the Dragons, so your not Spamming the Field anyway.

As to making them for other decks too, the Light and Dark are actually set up to Counter Chaos Dragons mostly. Also the WATER and EARTH ones work well against Mermails as well. (I can't remember what else is currently Tier 1 right now but the set does Counter more then just Dragon Rulers, but that's the deck this set is made to be the most effective against so far)

Anyway, do you think overall the Monsters are fairly balanced?

They look nice. I haven't read the effects yet. (Too lazy) But from the card's images, I'd give it a 9/10 (Because some of them are overused). Try finding different images for: Typhoon and Destiny (Solar? Blaze? Quake?)

By the way, what card maker are you using? I haven't seen this type of maker in the forum yet. (Still new, though :/)
