3 DARK monsters.

Must first be Fusion Summoned by Banishing the above Fusion Material Monsters from either player's Graveyard (You do not use "Polymerization"). Once per turn; You can discard 1 Level 5 or higher DARK monster: Special Summon 1 Level 4 or lower WIND monster from your Deck.  During your Standby Phase, if this card is in your Graveyard because it was destroyed by battle and sent there since your last Standby Phase: You can Target 1 WIND monster in your Graveyard; return it to the top of the deck and Special Summon this card.
If you can guess which Archetype I supported by making this card, feel free to let me know and you get free bonus brownie points.

Because I have no idea what the hell I'm doing these days.

I've always liked the Idea of being able to fusion summon using your opponent's monsters however, I soon realized I forgot to read the actual effect text you had posted  ;). This card has a pretty good effect, because it summons level 4 wind monsters from the deck and can bring itself back after being destroyed (by battle) at the possible cost of returning a wind monster from the grave to the top of the deck it's a good thing that it doesn't have a high amount of attack points. This card seems like it would be a nice Boss/Support Monster in a Mist Valley/Ninja or Dark Simorgh deck, and the effect of returning a wind monster to the top of the deck isn't always a bad thing if that monster is a vital combo piece to your deck. The effect overall was easy to understand even with the little OCG messes.

Fix Time?~

3 DARK monsters. I like indents, however I'm never sure if it really matters since a lot of people don't mind

Must first be Fusion Summoned by Banishing the above Fusion Material Monsters from your Graveyard (You do not use "Polymerization"). Once per turn: Colons are almost always first every time You can discard 1 Level 5 or higher DARK monster; semi after Special Summon 1 Level 4 or lower WIND monster from your Deck. During your Standby Phase, if this card is in your Graveyard because it was destroyed by battle and send there since your last Standby Phase: this effect is similar to Destiny End Dragoon, however since it can only come back the turn after it was destroyed you can compare it to Destiny HERO - Fear Monger  You can Target 1 WIND monster in your graveyard; Semi hehe return caps it to the top of the deck no need for comma and Special Summon this card. "During your Standby Phase, if this card is in your Graveyard because" No need for (from your graveyard)

Fixed version?

3 DARK monsters.

All in all a really nice card, I love the concept and artwork. In advanced - Sorry! - if my crazy self managed to mess up anything, I tend not to post or share my cards but I have a spot in my heart of the cards that makes me enjoy making and seeing others make them as well  :).

Edit:

Oh and on a final note (@ first) I was worried about the strict Fusion Summoning conditions because you didn't have any actual monster name(s) listed however, I do know that Gem-Knights have used + 1 Light, 1 "Gem-Knight" monster, etc. So there should be no problem as far as I'm aware.

My guess is that this card is intended to support Black Valleys or anything with Dark Simorgh.

Maybe you could change her to Thunder-type because of those black lightnings in the artwork and to further relate her with WINDs (Thunder-types are related with LIGHT or WIND).

Onto the effects:

While I like her summoning condition, I think it is overpowered: Summoning a 2400-ATK beater out of thin air AND disrupt the oppponent's graveyard only because they are running a DARK themed Deck? That's too much reward just for having the Fusion in the Extra Deck. I would limit the materials to monsters from your Graveyard exclusively.

The first effect is fine: While requiring a Level 5+ DARK monster is situational, since you can Summon this card the turn you need her that shouldn't be a problem. Then by discarding that DARK she sets your graveyard up while searching for the WIND monster you need, which is great.

I dislike the second effect: Reviving herself while placing an important WIND monster on top of the deck is cool, but it is slow and unreliable as it requires destruction by battle; I guess it can't be helped because if it triggered with any kind of destruction then she would be virtually indestructible.

The card should be fine anyways as it already has 2 nice effects going for it (well, the 1st effect and the summoning condition).

In short, restrict her summoning conditions so she can only use monsters from your grave as material and Tori will be fine.

EDIT:

Thinking about it, the "Fusion Summon out of thin air" thing might still be overpowered even it if only takes your monsters as materials because it is still a +1 out of nowhere. Maybe you should balance the summon with a discard or a Tribute.

Also you need some sort of restriction such as: You can only Fusion Summon 1 "Dark Lightning Blade, Tori" this way once per turn.

That way you won't be able to Summon 3 in the same turn and go crazy with combos and Synchro/Xyz Summons.
