Lore: 2 Level 4 Monsters

Detach one Xyz material to switch all your opponents monster into face- up attack mode. This monster then conducts battle with all monster on your opponents side of the field. you cannot active any Spell effects or Trap effects until this effect is resolved. You cannot attack with any other monster until the turn after this card's effect is activated.

2 Level 8 Monsters (to match the Rank you put on)

Once per turn, you can detach 1 Xyz Material from this card: Change all monsters your opponent controls to face-up Attack Position; this card must attack all monsters your opponent controls once each. You cannot activate any Spell/Trap cards until this effect is resolved. You cannot attack with any other monster until the End Phase of the turn you activate this effect.
 
For the purposes of this CnC, I will assume you intended for this to be Rank 8.
 
This card is essentially Final Attack Orders/Ultimate Tyranno (or whatever cards that either change your opponent's Battle Position/require you to attack everything your opponent has); the former card's effect being used only towards opponent. There are cards out there that can summon Rank 8s relatively quickly and would abuse this.  That aside though; its effect is essentially like the latter, except being more restrictive and being unable to use any S/T (which your opponent can simply Dimension Prison/Mirror Force, etc. away); although you do force your opponent to change battle modes.
 
Stat-wise, you might want to lower its stats to 3000 ATK and maybe 2500-2800 DEF (if you want to keep its stats the way they are, then make it require another Material or have its current materials require restrictions [i.e. only certain Types, Attributes...]). While yes, it does have a negative effect that only allows this card to attack/prohibits any usage of Spell/Trap cards until you "clear" the field, which may counterbalance its current stats/multiple attack effect; it essentially boils down to being a generic 3500 ATK beatstick with vulnerability to your opponent's effects.
 
If you intended on making this a Rank 4; the stats need to be lowered to no more than 2400-2500 ATK and around 2000 DEF; the last two effects would be unneeded for the most part.
