[spoiler='Lore']You can discard this card; target 1 face-up Special Summoned Monster Card with a Level of 7 or more or Rank of 4 or more on the field; destroy that target; also inflict damage to the controller of that card equal to the Level or Rank of that monster x 100. This card's effect cannot be negated. This card cannot be Banished, except while on the field. You can only activate the effect of "Skyshot the Thunder Bird" once per duel.[/spoiler]

 

This card is designed to be a card to even the playing field (by destroying cards like Black Luster Soldier - Envoy of the Beginning and Judgement Dragon). The latter restriction (once per duel) is to reduce people using it as a cheap Raigeki Break, whilst the former restriction (cannot be Banished from your Graveyard) is an attempt to prevent it's use in setting up Chaos cards.

 

[spoiler='Edits']Effect has been updated to give variance from the already existing card "Raigeki Break", adding a damage effect.

ATK has also been increased to 1000.

Level increased to 3, to compensate for ATK increase.

Set a greater restriction and a protection from negation to pull it back to the intended targets.[/spoiler]

Guess you took that advice I gave in your intro.

 

That aside, it acts like Raigeki Break w/out needing to wait a turn to destroy whatever card you want. With the reasoning behind why you have each of those effects, I can see that you tried to make a card that can handle itself on its own but not be setup fodder for certain meta decks.

Taking into account what has been said above, I have changed the effect of the card (the increase of ATK was to give some more flavour to the card). The intention of these changes was to prevent it from being just a:

 

Raigeki Break w/out needing to wait a turn to destroy whatever card you want - Sakura Haruno

 

If this card needs other restrictions to balance this damage effect, please say so and I shall begin working on it immediately.

It's essentially Raigeki Break like the other poster and myself have mentioned already, But with some ATK, you can use this to deal some damage if need arises; or just finish game (if it's in that stage)

 

TBH, you don't need to change it (last effect already ensures that it can't be abused)

The changing of the effect was to allow it some protection, encase another card was released that could banish from the Hand or Deck. The effect is slightly different to Raigeki Break; Raigeki Break can target face-down cards, whilst this card can deal damage. However, I do see your point, and would change it, but I cannot think of a way to vary it from Raigeki Break more without breaking the intended flavour, as this is meant to be a sort of "take one for the team" suicidal attack. If you have any ideas to increase this variance, I would appreciate hearing them, as otherwise there would be no reason to make this card - one sort of Raigeki Break is plenty.

I think the effect as of now is too generic that it deviates from your intended purpose (you mentioned BLS and JD), which makes not so great in terms of creativity. I would advise restricting the targets to something like "Special Summon monsters" or "Level 7 or higher monsters". With that restriction, you can even reasonably empowered it with addition effects like "this effect cannot be negate" or "this effect's activation cannot be chained to".
