The former will use it as an excuse to discard their DW monsters (since that's not part of the cost) while the latter will use it as instant-speed Spell Speed 2 removal once they've gone Hellbent handless. Hitting nearly any kind of LV4 non-DARK monster, in addition to killing any Fairy of any caliber, at instant a chainable Spell Speed 2, is decent enough. Tacking on those effects afterwards push it from "good card" to "broken". Not to mention just the first effect alone is a good enough parallel adaptation of Doom Blade. Granted, it's alright in Dark Worlds, but really, the plays they already make are stupid enough as is. This is just going to be used to screw over your opponent's attempt to Xyz Summon that turn. Your opponent plays Rabbit to fetch 2 Saber/Kabalzaus/whatever, flip this. It's a legitimate way of stopping your opponent's attempt to Xyz Summon and it shouldn't be anything more than that.
