You can special summon this card (from your hand) by discarding 1 card, but if you do, this card cannot be used for a synchro or xyz summon this turn. Once per turn: you can discard 1 card, then send 1 "Utopia" xyz monster from your extra deck to the graveyard; this card becomes an xyz monster with the same name, rank, and effects as that revealed monster and if it does, you can attach that discarded card to this card as xyz material. You can activate and resolve the gained effects regardless of the xyz materials attached to this card. Only 1 monster's effects can be gained at a time this way.

edit3: added a clause to ignore the "if this card has a _______ attached it gains this effect" restriction rank up magic based monsters share.

 

Rulings notes:

- You decide weather or not you want to attach the discarded card at the resolution of the effect ala choosing weather or not magical dimension destroys a monster or not.

- Monsters such as Star Drawing or Bachibachibachi will not grant effects to Utopia Vary, since it's not being xyz summoned when it becomes an xyz monster.

- You can use the effect of Utopia Vary sending a monster with the same name as Utopia Vary's current name, and in that case since the new and old names are the same, the old effects will be overwritten and you get to attach the discarded card if you wish to. If you send Utopia Ray V when Utopia Vary already has Utopia Ray V's effect, weather or not you used it yet for that turn will be overwritten as well.

 

Note to moderators: although I had a topic locked once for making an effect monster that uses xyz materials, this card is treated as an xyz monster by the time it uses xyz materials so I don't see it as disregarding moderation but if you do, feel free to lock it.

To be honest this effect doesn't make sense. Just cut the entire "Become an Xyz Material/get an Overlay Unit" and just put the effect like this:
"Once per turn: You may Reveal a "Utopia" Monster in your Extra Deck: This Monster's name and effect become the same as the revealed Monster as well as this effect: If this card's effect activates that Detach's Xyz Material's: Discard 1 Card from your Hand instead of Detaching."

The wording may be off but that would be how I'd word it.
