It should have 500- and limited to 1 monster. like man-eater. to destroy all? maybe you should drop it to 1500 and make it level 8. THEN its flip should be so that only targets 3 monsters. I cant even think of how to balance it

Make it a 0/0 that nukes all monsters ad you can't summon until the end phase of your next turn.

Like what the above two mentioned, destroying ALL face-up monsters simply by being flipped is OPed in its own right.

You can either make this card destroy less monsters OR put a severe limiter on its effect after using (you can't summon for some amount of turns if you use this effect; pay half your Life Points [at least 3-4k]).

 

Or just make it like Nobleman-Eater Bug or something (have this card require 2-3 Tributes, considering what we're dealing with here [not sure what to tell you how to fix this card so it won't be broken at its current level, but keeps some form of its original effect])

 

 

Its general stats are okay for a Level 4 monster, but the effect is making this very OPed (If this card destroyed just 1 monster, then we'd have no problem with it; but this can potentially nuke your opponent's entire field)
