Needing 2 DARK Level 2s isn't impossible with things like Giant Germ or Malicevorous, but you have to detach both Materials for a single act of negating an opponent's monster effect and dealing a tiny amount of burn. I figured its name would be "Judge Buster Djinn", and now they've rendered it such that C65's name either has to follow a different pattern or be nongrammatical. Its competition are a 2200 wall you need to kill thrice, a 1500 double-tapper, a 1600 that brings others down to size, or a 1000 wall that turns to 3000 over the course of two turns and generally blows up a monster along the way. The only reason it was even remotely threatening in the anime was because it only cost 1 Material per use, and it was a Number. I also realise the anime version was limited to monster effects on the field, and the OCG is not, but again it should be 1000 burn and should destroy the monster. Do you know how hard it'll be to make 7 Numbers, designing their numbers to be relevent, their effects and names to make sense on their designs, and have their backstories related to the main villains? Plus write out the Duels involved? Writer 2: Meh, just make them mediocre. They're Numbers, so no one will notice. Have half the Duels somehow cripple the main characters so they can't just annihilate the Number user. Results: Number 44: Gimmicky effect, weak stats. Duel handicap: Yuma must attack or else the ruins will kill Shark/Durbe. Number 65: Weak effect, weak stats. Duel handicap: If Astral inflicts damage to Number 96, Vector will trigger one of the ruin's traps which puts Yuma in danger. Number 46: Difficult Summoning Condition, conditional effects. Duel handicap: Kaito's overreliance on Galaxy-Eyes falls right into No.46's effects. Number 54: It's a Rank 1. Effect is pretty good, though. Duel handicap: Mind controlled Gauche with self-suicidal strategy that No.54 compensates for. Number 64: Actually pretty decent for what it does. Duel handicap: The opponent mind-controls Yuma, forces him to waste all his resources, then suicides his only monster. AKA: Most blatant F-ing cheating EVER. Number 73/94: Non-generic Materials, mostly. Effects are blatantly meant to counter each other. Duel handicap: Mind controlled Rio vs Shark. Number 44's anime equip effect wasn't gimmicky, and if they were going to keep anything, they should have kept that. Heck, if I was writing that arc, I would have had Yuma use that on Hope at some point. Number 73 and 94 were generic in the anime, and both of them had decent effects (73 in particular was downright OP, since it could jump to 9600 in 1 turn). Maybe that's their scheme: Make the Legendary Numbers mediocre or worthless so that they'll be so cheap, Number collectors can grab them right up, and thus more monies for them. Well, of course it's inferior to 104. But that's because 104 is GOOD. In my eyes, it's only for Number collectors. I honestly am not sure why you'd want to use this over a different Rank 2. Why not Dark Mist or Daigusto Phoenix or Gachi Gachi? Even Shining Elf is better than this, especially in Spellcaster decks that can access it. The most you can get out of Buster is Xyz Changing it to Downerd Magician, unless they make RUM consistent enough to make C65 easier to access.
