OCG fix:

Activate by paying 1000 Life Points. During each of your End Phases, you must pay 1000 Life Points (this is not optional), or this card is destroyed. The effects of all other cards that negate the Summoning of a monster or a card effect are negated.

 

I can see that this is essentially a Skill Drain for cards that attempt to negate summonings/other effects, such as Stardust, Veiler, Solemns, Skill/Mind Drain, etc. Although, there's a loophole in this card's main effect (since this card is negating cards that negate summons/other cards, it essentially blocks its own effect from activating since that's what it does); in the OCG fix, I added the word "other" so that it doesn't negate itself in process.

 

While we're on that effect, the way you have it worded essentially means anything from hand, field, Graveyard that negates stuff will be negated; you need to specify where the cards need to be in order for them to be negated (unless you intended for this to do it as such), in which case I could see the maintenance cost to be necessary to balance this out. If you didn't however, then perhaps limit it to the field only (I don't recall too many cards that negate from the Graveyard and only Veiler/Heralds comes to mind negating from hand, however)

I could see something like this come in handy in decks that has to protect its ace card, however it is very conditional Although, this would almost completely lock down Counter Fairies and certain variants of Junk decks, but other than that, this is a major target. This with Imperial Custom, on the other hand, nakes things more efficient. Overall, the card is great come times where you're afraid of getting punished for trying to over-extend, yet this thing gotta be played at the right time.
