I Hate Snatch Steal
If you control a "Ninja" monster: discard 1 card; special summon 1 monster from your extra deck that has a level. Any damage it inflicts is halved. It cannot be used as a Fusion, Synchro, or Xyz Material for a Summon and cannot be tributed. It cannot be flipped face-down and is sent to the graveyard during your next Standby Phase, when its targeted for an attack and before resolving an effect that targets it. If you summon a level 9 or higher monster this way, shuffle 1 card from your hand into the deck. If you summon a fusion monster this way, its effects are negated. You can only activate "Ninjitsu Art of Illusion" once per turn. Did I get the balance right?
Loyalist
I read this as "If you control a face-up "Ninja" Monster you can discard 1 card; Special Summon 1 Level 8 or Lower Synchro Monster from your Extra deck. Any damage it inflicts is halved. It cannot be flipped face-down and is sent to the graveyard during your next Standby Phase." In all seriousness something that has such a wide range of targets is hard to balance. Although for the most part you did well in that regard I cannot say for sure if it is completely balanced.
