1 Tuner Synchro Monster + 1 Non-tuner Synchro monster
Must be Synchro Summoned and cannot be summoned by other ways. During your opponents main phase you can synchro summon using this card as a synchro matierial monster, and if you do you can use one monster your opponent controls as a synchro matierial monster for that synchro summon.When this card is used as a synchro matierial monster the monster it is a synchro matierial for gains this effect: Once per turn if this card would be removed from the field; negate the effect(s) that would remove it and negate those card(s). Up to twice per turn, when this card would be destroyed, it is not destroyed. once per turn you can call one number between 1 and 8, this card become that level until the end of the turn
 
 well its another card from me, I wasn't entirely sure on the OCG but i think i did alright

When this card is used as a Synchro Material monster, the Special Summoned monster gains this effect: Once per turn, if this card would leave the field by another card effect: Negate the effect(s) that would remove it.
 
It's not a perfect fix, but should make it easier to read now (and with the PSCT stuff to my best knowledge).
 
Now for CnC:
I see this card as a mix between the usual Synchro Tuner monster stuff and Super Polymerization, along with Gagaga Magician/anime Life Stream Dragon to itself. (Of course, you only get one use of it since you can't SS this from grave)
 
The twice per turn immunity to destruction is a bit much, especially since you'll probably be using this card to Synchro during the turn you summon it or the next one (although I could see if you want to bait your opponent into summoning a monster you can take w/out losing this card to stuff like Torrential, Mirror Force and the like). Super Poly-esque effect could use a bit of a buff/a cost like Polymerization does, otherwise you can essentially steal your opponent's monsters to make Accels or other Synchro Monsters w/out cost to you. 
 
The Level-changing effect makes it helpful if you need to Synchro Summon a certain Level monster, or if your opponent has a high Level one out already; lower this card's one so you can use it to summon nearly any Synchro you need to.
 
For the inheritance effect that the Special Summoned monster gets from this card, it's nice for stopping cards that destroy/bounce/banish them.
 
 
As I mentioned for the "using opponent's monster" effect, you need to put a cost on using it (otherwise you can simply steal your opponent's one for no cost at all). It's an interesting take on Synchro Tuners, but there are some things that should be fixed so this doesn't end up broken.
 
It's a nice card, though.
