Might be a bit OP, I can just use Foolish Burial and bam! instant 2450 beatstick.

Maybe lower his ATK/DEF. Goes really well with Mortal Kombat's Lore on Scorpion.

Lowering the ATK of a monster that will basically come back, regardless of method of how it hits the Graveyard, won't solve that issue.

Alright, let me try to tweak the effect such that it's a little more balanced and reflects what I think you want it to be.

 

"Once per turn: You can Special Summon this card from your Graveyard in face-up Attack Position."

 

It provides a longer time delay between his next death and his resurrection, at least.

Because the way THAT is worded, it resets each time it hits the Graveyard.
You want:

If this card is in the Graveyard, you can Special Summon it in Face-up Attack Position. This effect of "Scorpion" can only be activated once per turn.

But even then, it's still flat-out busted :/

I understand that, but one should always try and balance a card to some degree, on the off-chance it unintentionally came off as overpowered. Like, try comparing Pot of Greed to Cardcar D. The former is banned, and the later is at 3. Not saying you should overkill on the drawbacks/etc, but it's something you should take into consideration on the varying degrees of what something could be capable of.

I was thinking of merely preventing Scorpion from returning in the midst of the opponent's turn, so that we don't have its ability to indefinitely block attacks. Forgot that my version can still make for infinitely reusable Material.

And the new ZEXAL card effect formatting is actually far more efficient at identifying whether a card starts a Chain, what are its costs, etc. Lets us fully understand the creator's intentions in writing the effect, so we're starting to conform to that.

I believe Armadilloz's version would be a fair bit more balanced, as it gives an agreeable time delay between Scorpion's resurrections.

 

And your use of the old card lore, while not incorrect, is just outdated.
