I think this card is good for a Harpie deck.

How are you supposed to Summon this? You mentioned Harpies but I don't get how they would do it except by teching a Plaguespreader, which would be kinda impractical.

 

Anyways, the Special Summoning effect is not that bad: great for searching WINDs without the need of drawing them, and can trigger cards such as Genex Blastfan. The recycling effect is not really impressive, but by being optional you can play with it and potentially set up monsters such as Windrose, return WINDs to the Deck only to Special Summon them through this card's second effect, or choose to not return anything if you want your WINDs to remain in the grave. Not bad at all.

 

I suggest to change her Level and/or summoning conditions to make her easier to Summon. For instance, you could change her materials to:

"1 Tuner + 1 or more WIND monsters"

That way, you could summon her in Harpies with, let's say, a Harpie Pet Dragon + Genex Ally Birdman.

 

And yeah, as Gadgiltron pointed out, an official card has this name so you should change hers.
