Thinking about it, it would make sense as Tempest Bolt was not suffering from the +2 condition UNTIL he burst and retired all of the RGs. Link to comment Share on other sites More sharing options...

In part at least. Assuming that I'm not eing an idiot with the thought that locked units can't be retired. Even i it only triggers when you retire something, it's still really good either way.
