If 2 or more cards you control have been removed from the field this turn by your opponent, and if a card would be removed from the field by an effect of a card your opponent controls, you can activate this card. Draw a card. You receive no damage the turn you activate this effect. During either player's turn, except the turn this card was sent to the Graveyard: You can banish this card in your Graveyard to negate an attack or to negate an effect that would remove a card you control from the field. This effect can only be activated if this card was sent to the Graveyard after activating its effect.

The concept behind this card is that it punishes mass removal and reward those who have more careful set ups. Cards like Compulsory Evacuation Device and Dimension Prison have gained a lot more popularity because they do not destroy. In the current meta with its high OTK chances and ability to benefit from one for one removal, other punishing cards like Starlight Road are too specific, and doesn't punish the over extension enough. The second effect rewards mindful recovery and allows slower, less recurring decks like Gadgets or anything that doesn't have a drawing and summoning engine all in one (*cough*cough* Dragons) a chance to get back into the game instead of scooping after drawing into something that will just be destroyed next turn. The requirement for the second effect was put so wasteful playing, or more specifically Lightsworn, would not have a free Veiler in grave for nothing.

I have a few issues with this card. 

 

There's the problem that if your opponent didn't use monster mass destruction, odds are that whatever your opponent did, will get rid of your backrow first, potentially this card before it gets a chance to activate.

 

Then it's a Quick-Play One Day of Peace that only affects it's controller.

 

The Graveyard effect shouldn't be locked to when you actually DO activate it. That's saying that if you succeeded, you get a bonus. It should probably have come-back capabilities instead. Something like when the card is destroyed or something, or  plain unlimited use for that one-time.
