Its SS condition is easy to meet, ATK stat is great for level, Last effect (even with 1 turn attack restriction) is a bit much, maybe just add it to your hand? or keep it Special Summoning but alter where from, like maybe not from the Deck.  Its hard to make this card still have the effect you're looking for but not changing it too much. As of now I think its op but I'm sure you'll think of something
