Double Dragon Descend

When your opponent’s Xyz Monster attacks directly: Special Summon 1 LIGHT Dragon-Type Xyz Monster from your Extra Deck in face-up Attack Position, make it the attack target, and enter Damage Calculations. The Special Summoned monster’s ATK becomes the same as the attacking monster’s ATK, also its effects are negated. You can only activate 1 “Double Dragon Descend” per turn.

So, is it a weird and situational Sakuretsu Armor that takes up Extra Deck space or am I missing something?

Hmm...

I'm trying to think of a situation where I want to destroy my own Light Dragon Xyz monsters from the Extra Deck. It's not an Xyz Summon, so you can't revive them afterwards. You can't do anything to affect the outcome of the Battle, which has pros and cons.

Three words.

The Seventh One.

Unless The Seventh One has been released and allows only from the Field/Graveyard, while ignoring Summoning Conditions, this is still pointless. RUM - The Seventh One works from Extra Deck, too.

Also, we have that new trap, Tachyon Chaos Hole, which triggers itself upon the same kind of monster that this card summons being destroyed.

Number Wall, then RUM into NGETD?

Doesn't work. Number Wall can only be activated while you have a Number out. This card can only be used when you're attacked directly, and based on the wording, it conducts Battle in a manner that prevents either player from activating cards/effects until afterwards. It does work if you use Waboku or something, though.
