Scroll of Town Portal -- Trap Card
This card can only be activated when a Monster Card with ATK of 1500 or less is sent from your hand to the Graveyard. Special Summon that monster in face-up Attack Position instead.

Guardian Wisp -- Fairy/Effect (Quick Effect)
This effect can be activated during either's player, when a monster with ATK of 1500 or less is sent from from your side of field to the graveyard, discard this card from your hand. Special Summon that monster from your graveyard to the field in face-up Attack position. This monster cannot Attack or changed its battle position except by cards effect

Tethered Relocation -- Spell ( QuickPlay)
You can activated this card when "Guardian Wisp" is in your graveyard. Discard 1 card from your hand and add "Guardian WIsp" to your hand. You also can add 1 "Tethered Relocation" from your deck to your hand. If you do that skip your next Draw Phase

They are probably more toward the UP spectrum. 

Scroll is pretty much out classed by CotH the only real difference being this card doesn't equip itself like CotH. 

Guardian Wisp - 

During either player's turn, when/if a monster with 1500 or less ATK you control is sent to the(your?) Graveyard: You can discard this card; Special Summon that monster from the Graveyard (to your side of the field). It cannot attack or change it's battle position, except by card effect.

Relocation - Are you adding the monster from your Graveyard or a new one from your Deck?

You can only active this card if there is a "Guardian Wisp" in your Graveyard. Discard 1 card, and add 1 "Guardian Wisp" from your Deck/Graveyard to your hand. You can also add 1 "Tethered Relocation from your Deck to your hand, and if you do, skip your next Draw Phase.

 

Hope that helps, and neat idea trying to give "the little guys" some support :D

Are these cards warcraft III based by any chance? If so, it belongs in the pop culture section. (I'm not reporting it to be moved since I'm not 100% sure). Scroll of town portal is not very useful as is, as others have stated its not worth it. Maybe give it some other bonus effect. Also you can't activate a trap in the middle of resolving another effect. My recommendation is to make it like

in the sense that it can be used on any monster discarded that turn, but also add some bonus to it somehow to make it worth while.

 

For an example of a bonus, pinpoint guard can only be used when your opponent attacks, but the revived monster is indestrutible during that battle phase. Be creative and I'm sure you'll think of something.

 

Guardian wisp is hard for me to judge weather its good or not, I'll let others weigh in on that one. Its certainly not blatantly overpowered.

 

I can't fully review teathered relocation until I know where your adding the guardian wisp to your hand from.
