While this card is face-up on the field, you opponent cannot Special Summon a monster that is a higher Level than the highest "LV" monster you control.  Once per turn: You can discard 1 "LV" monster; add 1 "Level" Spell/Trap Card from your Deck to your hand, except "Level Playing Field". When this card is destroyed by your opponent's card effect, you can send 1 face-up "LV" monster you control to the Graveyard; Special Summon 1 monster from your hand or Deck that is listed in the sent monster's text, ignoring its Summoning conditions.

I believe..this might be able to search something interesting, as not all 'Level' S/T supports LVs (Level Limit Area for example). Might need to handle that if this ended up be able to search something that's problematic. The card itself is fine with the current clause, as this will just make LVs more consistent. The search effect might be viewed as problematic, but if you searched Level Up with it, you'll give your opponent an easier time to summon their monsters. Also, turning MSTs that would rui your searches into a Level Up is really nice. I'm liking this, please make more.

I was about to yelp "OP! OP!" and run like a disillusioned maniac frantically screaming at society, but then I came to a very simple realization: we're talking about LV cards here. Saying this is OP would be like saying Ice Barriers don't need support - it's just pure lunacy.

 

However - and do take this with a grain of salt - I do see a basic flaw with this card: it defeats the purpose of LV cards. Seeing how they're meant to constantly "level up" and win through big effects. And yet, through the first effect people will abuse it for exactly the opposite: they'll simply place a Level 1 / 2 / 3 LV monster and back it up with traps. Considering most people base their decks around summoning monsters Level 4 - 10, you've basically got a LV Lockdown deck. And whilst this is not essentially bad, it does, as I said, defeat the core of all LV decks, scrapping them down to yet another stall deck.

 

So, my feelings towards it are mixed. It does give LV decks a decent advantage over decks people would never play, such as Ice Barrier, but it does so by defeating their entire essence. Then again, only the first effect does this, so my only suggestion would be to alter that one. All else is fine (again, only because we're talking about LV as a dead archetype - in any decent deck this card would be Gateway of the Six Samurai V2).

The intention is to check the relative power level the opponent can manage until the little LV monsters can get bigger and pose as more severe threats. A lot of the little LV monsters need a form of protection or enhancement to enter their next form that can hold its own. Some of the mid-stage LV monsters even require a Level Up from its previous stage to do anything.

^This was my intention so that you ould have some breathing room for the deck, but NoshpalStefan DOES have a point. Especially with the afore-mentioned "Level Limit" cards, you could very easily go into an LV lockdown set-up.
