Umbra, the Hydra
Cannot be Normal Summoned/Set. Must first be Special Summoned by Tributing any number of Dragon-Type monsters you control (min. 1); place 1 Head Counter on this card for each monster Tributed this way. (max. 10) While this card has Head Counters, it cannot be destroyed by battle or card effects. When this card is attacked by a monster with higher ATK than this card: Remove 1 Head Counter from this card; negate the attack. When this card is targeted by a card effect: You can remove 1 Head Counter from this card; negate the activation and effect, and if you do, destroy it. During the End Phase: Place 1 Head Counter on this card. For each Head Counter on this card, this card gains 250 ATK.
Why is the effect lore SO TINY? I can read it on the actual (way oversized) card easier. WTF.

Onto the card, Seems a bit weak. 150 per counter. 10 counters woud take a bit of time to build up. Being a level 9 seems odd for a single tribute (if so desired). Nice idea, a bit weak IMO. Looks to combo well with hieratics, but not much else. I dont think controlling only 1 should be there. Way too restrictive IMO.

K. So I should:
Increase font size if I can

Make it 250-300 per counter

and control as many (3 max obv.)?

This convoluted lore reminds me of this old card, before MtG got their whole Hydra ditty consistent.

Cannot be Normal Summoned/Set. Must first be Special Summoned by Tributing any number of Dragon-Type monsters you control (min. 1); place a number of 1 Head Counters on this card equal to the number of for each monster Tributed this way monsters. (max. 10) While this card has Head Counters, it cannot be destroyed by battle. When this card is attacked by a monster with higher ATK than this card: You must Remove 1 Head Counter from this card; negate the attack and any battle damage. Once per turn, During the End Phase: Place 1 Head Counter on this card. For each Head Counter on this card, this card gains 150 ATK. You can only control 1 "Umbra, the Hydra".

Tweaked it such that you can't Special Summon a headless hydra for free, and shortened the lore a little.

To be honest, I'd very much prefer it if its Head Counters also prevent destruction by effects, and if they provided a slightly better ATK boost (or better base ATK).

Oh I didn't think of that headless exploit.

That's a good idea for card effects for well.

So I should also increase base... so... 2300 with 250 per head sound good?

EDIT: I fixed and updated the card. Thanks guys.

Let's think over what this card looks like on initial Summon, depending on the initial investment.

1 Dragon: 2550 ATK

2 Dragons: 2800 ATK

3 Dragons: 3050 ATK

In comparison to the average Tribute monster power level:

1 Tribute: 2300~2500

2 Tributes: 2600~3000

3 Tributes: Over 3000

I think this should give you a clear idea as to how to adjust the Dragon's base ATK and head scaling.

hmmm... good reasoning :Y

uhh.. If thats right

2500 with 250 each sounds fair then... at least for initial Summon, since it needs to a little more powerful
