You can only use the (1) effect of “Water Dragonstar Bishiki” once per turn.
(1) When this card you control is destroyed by battle or card effect and sent to the Graveyard: You can Special Summon 1 “Dragonstar” monster from your Deck in face-up Attack Position, except for “Water Dragonstar Bishiki”. (2) Once per turn, during your opponent’s Main Phase or Battle Phase: You can Synchro Summon 1 Synchro Monster using only “Ryuusei” monsters you control as the Synchro Materials (this is a Quick Effect). (3) A Synchro Monster that used this card Synchro Material is unaffected by Trap Effects.

Wind Dragonstar Horou
Level 1 WIND Genryuu-Type Effect Monster

DEF 1800
You can only use the (1) effect of “Wind Dragonstar Horou” once per turn.
(1) When this card you control is destroyed by battle or card effect and sent to the Graveyard: You can Special Summon 1 “Dragonstar” monster from your Deck in face-up Attack Position, except for “Wind Dragonstar Horou”. (2) Once per turn, during your opponent’s Main Phase or Battle Phase: You can Synchro Summon 1 Synchro Monster using only “Dragonstar” monsters you control as the Synchro Materials (this is a Quick Effect). (3) A Synchro Monster that used this card Synchro Material is unaffected by Spell Effects.

So how useful are these?
Cuz I think that they might have potential.

 

In addition to being floaters for the archtype, they grant S/T immunity to any Synchro Monster that uses them for the Summon.  Considering that we have things like Hot Red Dragon Archfiend, Stardust Spark Dragon and the Dragonstar Synchro as synchros...
