Its effect applies while it's attached by any means, rather than giving the Xyz Monster an effect. That means the 800 boost can apply to Rank-Ups/etc. However, it's still pretty ehh... It's only purpose is being a Monk target and it does make your 101 boast an impressive 2900 ATK. But outside of that... Yeah, it's worse than Cheetahmen.
