While "Wasteland" is face-up on the field, this card gains 1000 ATK. During either player's turn: You can Banish 1 FIRE monster in your Graveyard; equip this card from your hand or side of the field to a face-up monster your opponent controls (this is a Quick Effect). If this card is destroyed by battle, you can Equip this card to the monster that destroyed it. The monster equipped with this card looses 1000 ATK and DEF. If the equipped monster is removed from the field and this card is sent to the Graveyard: Special Summon this card, and if you do, draw 1 card.

Yea, yea, yea, monsters equipping themselves isn't anything new. Although, I figured it would be out of the ordinary if one could seemingly do it whenever it wanted to. Add to it, it doubles as a weird FIRE version of Honest, despite being slightly situational and the boost not being all that amazing.
Reptile, and DEF being 0 are obvious reasons, because it gives this card some playability.
The draw part discourages using the monster it's attached to as a Material, because then this card turns into Upstart Goblin. Add to it, it also rewards you for actually destroying the monster by battle, since, you know, you would do more damage and still get a draw.
The rest, I'll let you guys make something of it.

I find silly how it randomly gains a boost from "Wasteland", when the Field Spell doesn't even benefits Reptiles; now I feel like making some archetype/engine that breaks that forgettable Field.

I don't get why it is FIRE when its both names imply an affinity with EARTH (Dunelizard Sandcrawler), but its your card so you can give whatever Attribute you want.

On the effect, the card is cool and I don't see anything wrong with it. Taking an opponent by surprise by reducing its ATK is annoying, but I doubt it would break the game.

Suggested fix on the second effect:

During either player's turn: You can Banish 1 FIRE monster in your Graveyard; equip this card from your hand or side of the field to a face-up monster your opponent controls (this is a Quick Effect).

And the last effects could be merged in:

If the equipped monster is removed from the field and this card is sent to the Graveyard: Special Summon this card, and if you do, draw 1 card.

However, that version has its perks, like bypassing Fiendish Chain/Breakthrough, etc., as long as the Special Summon effect is not negated.

The Wasteland part is mostly for concept.
Also it's FIRE based, since, you know, it being hot out, would typically make monsters tired/slower/etc from the heat. Or something like that. I dunno', I just like the idea of having monsters that are indirectly tied to Fields.

EDIT: Updated the OP.
